From 1^st January 2026, different rules of origin will apply to trade with PEM countries. The changes result from the Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin (PEM), which covers 25 countries and aims to facilitate international trade and the integration of European and Mediterranean supply chains.

From 1 January 2026, the Carbon Border Adjustment Mechanism (CBAM) will come into full effect. Until the end of 2025, companies operated in a transitional period during which their only obligation was to report CO₂ emissions embedded in imported goods.
